This presentation will discuss the rationale and distinctive features of the Union for the Mediterranean (UM) project against the backdrop of related EU regional integration policies, as well as the controversies that surrounded its creation and its current state of implementation. It will try to assess on that basis the challenges confronting the UM and its long-term prospects: French fantasy or strategic necessity?
